REACH

Production of the coke in the coking plant is connected with obtaining the unprocessed coking gas that contains a lot of  undesirable contaminations. Putting it condensation and cleaning processes leads to separate additional products of coal coking, coking tar, crude benzol, ammonium sulfate and sulfur and obtaining as a result of these procedures cleaned coking gas. Based on REGULATION (EC) No 1907/2006 of the European Parliament and of the Council of 18 December 2006 concerning the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH), establishing a European Chemicals Agency, amending Directive 1999/45/EC and repealing Council Regulation (EEC) No 793/93 and Commission Regulation (EC) No 1488/94 as well as Council Directive 76/769/EEC and Commission Directives 91/155/EEC, 93/67/EEC, 93/105/EC and 2000/21/EC the following products are a subject of registration:

  • Coking tar
  • Crude benzol
  • Sulfur

Pursuant to the requirements of Regulation (EC) No 1907/2006 of the European Parliament and  the Council of 18 December 2006 concerning the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH), with later amendments in 2013 WZK ”Victoria” S.A. shall make full registration of the sulphur.

The coking gas as the technological gas is excluded from obligation to be registered according to Annex V. On 2 January, 2008 was signed “Declaration of Cooperation” that was a document initiating the cooperation of five Polish coke producers within the frames of implementation of REACH system. Declaration of cooperation was signed by thefollowing companies:

  • Koksownia Przyjaźń Sp.z o.o., Dabrowa Gornicza,
  • Kombinat Koksochemiczny „Zabrze” S.A., Zabrze,
  • Wałbrzyskie Zakłady Koksownicze „Victoria” S.A., Walbrzych,
  • Koksownia Częstochowa Nowa Sp.z o.o., Częstochowa,
  • Carbo-Koks Sp.z o.o., Bytom

Fact of signing the declaration confirmed a desire to form a  consortium of Coke Producers for common preparation of documentation necessary to registration of substances produced by the coking plants to be a subject of registration in REACH system. In 2008 the consortium focused on preparation of the documents to initial registration, preparation of uniform cards of characteristics of products and on research of basic physical chemical properties of volatile coking substances: coking gas, coking tar and crude benzol. On the day of 23rd February, 2009 the consortium contract was signed that formalized final formation of “Consortium of Coke Producers” of which members became signatories of “Declaration of Cooperation”. Works of the consortium are coordinated by Institute for Chemical Processing of Coal from Zabrze.
